CEN Publishes New Technical Specification for Passive Transportation Function Tricycles

SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 010.25, highlighting the European Committee for Standardization’s (CEN) new technical specification covering the safety of tricycles that provide a passive transportation function.

The Toys Safety Directive 2009/48/EC established minimum safety standards for toys, including tricycles. However, the new technical specification (TS) – TS17876, published in October 2024, recognizes that some tricycles also provide a passive method of transportation, similar to a pushchair, via a bar or handle used by the adult, and in which the child is seated and restrained. This additional function was considered by the European standardization committee TC252, leading to the new TS.

In determining whether a tricycle falls under the scope of TS17876, several parameters, including marketing information, are considered. Where a tricycle is clearly sold as a pushchair, it must comply with all the relevant requirements of EN 1888-1. The new technical specification, TS17876, covers tricycles that are not marketed as pushchairs, but still provide a pushchair function by means of specific features.

SGS experts publish SafeGuardS to keep stakeholders informed about regulatory changes that could impact their business. SafeGuardS 010.25 includes essential information on the parameters applicable to tricycles under TS17876. It also lists some of the safety requirements and test methods in EN1888-1, which inspired the new TS.

Stakeholders are encouraged to refer to the original SafeGuardS 010.25 for more details.

US CPSC Publishes Final Rule for Implementation of eFiling of Certificates of Compliance Approved

SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 189.24, highlighting the US Consumer Product Safety Commission’s (CPSC) approval of its final rule on the implementation of electronic filing (eFiling) of certificates of compliance (CoC) for regulated consumer products.

The new rule was published in the Federal Register on Jan 8, 2025. It will come into force 18 months from the date of publication, giving an effective date of July 8, 2026, unless the regulated products enter from a Foreign Trade Zone (FTZ) for consumption or warehousing, in which case their effective date is January 8, 2027.

Mandatory eFiling will significantly impact the way products enter the US market. It will apply to all consumer products subject to mandatory safety standards and requiring certification, including de minimis shipments.

The CPSC will invite up to 2,000 additional importers to sign up for voluntary eFiling while the new system is tested and before it becomes mandatory.

SGS experts publish SafeGuardS to inform stakeholders about regulatory changes that could impact their business. SafeGuardS 189.24 includes details of the submission information required under the final rule and how importers can submit participation requests to the CPSC to prepare for the new system.

SGS explains the benefits of 5G RedCap technology

SGS, the world’s leading testing, inspection and certification company, has published a Consumer Compact article looking at the rise of 5G reduced capacity (RedCap) technology and its implications for product compliance.

The arrival of 5G, operating on reduced band frequencies, has opened up the possibilities of faster connectivity at a more affordable price, reflected in the cost of devices and the increased battery drain. Everyday devices such as fitness trackers, smartwatches, health monitors and traffic sensors can benefit from the faster speeds of 5G by utilizing RedCap – which operates in a narrower bandwidth, consuming less power.

This article takes a look at the issues involved in the development of RedCap and the practical solutions it offers; detailing the kind of devices it can optimize and the frequency ranges it operates across.

In addition, the regulatory landscape of RedCap is explored, with the Global Certification Forum and PCS Type Certification Review Board (PTCRB) both adding support for 5 RedCap to their certification programs, to ensure performance and interoperability.

Sustainable and Transparent Supply Chain Management for Softlines

SGS, the world’s leading testing, inspection and certification company, has published a Consumer Compact article outlining its solutions for chemical compliance, verifiable transparency and market knowledge for the softlines industry.

Increasing globalization has enabled international softline trade to flourish and provided access to lucrative markets far from home. The flip side to this is that an overview of supply chains can become difficult, with multiple national borders and numerous stakeholders. This creates challenges for regulators at a time when they, and consumers, are demanding greater verification of sustainability and traceability.

This article takes a hard look at what is driving the softlines industry to evolve from an environmental polluter into a sector working hard to improve its environmental and resource management. A big part of this is reputation, with consumers heavily influenced in their purchasing decisions by their concerns for the planet.

Exploring the barriers to a sustainable supply chain, the article also examines major new industry regulations and acknowledges the costs of comprehensive oversight. Overcoming these challenges has been at the core of SGS’s softlines strategy, with SGS SMART providing a one-stop platform for supply chains that offers a trusted digital management platform.
