Geneva (June 26, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 086.25, outlining Switzerland’s draft proposal to revise its Chemical Risk Reduction Ordinance (ORRChem, SR 814.81).


Notified to the World Trade Organization (WTO) in May 2025, the draft ordinance from the Federal Office for the Environment (FOEN) aims to align Swiss chemical regulations with the latest Annex XVII updates of EU REACH (Regulation (EC) No. 1907/2006) and the POP Recast Regulation (Regulation (EU) 2019/1021).

If adopted, the revisions would introduce new restrictions, revised definitions and targeted exemptions for substances of concern, including lead in PVC, PFHxA, formaldehyde, Dechlorane Plus (DP) and microplastics. The new measures would be phased in from December 1, 2025.

Key proposed changes include:
- Adding several new persistent organic pollutants to the prohibited list, including PFHxS, DP, methoxychlor and UV-328, along with temporary exemptions for DP and UV-328
- Introducing limits and definitions for PFHxA and PFHxA-related compounds, with concentration thresholds for cosmetics, food contact materials, textiles and general-use mixtures
- Aligning with EU requirements on synthetic polymer microparticles (microplastics) and restricting lead content in PVC-containing mixtures and article
- Setting formaldehyde emission limits for furniture, wood-based products and vehicle interiors, with some exceptions
- Removing outdated substances such as methoxychlor from other lists and updating references to new EU regulations
- Updating additional sections covering ozone-depleting substances, solvents, detergents, refrigerants, extinguishing agents, aerosol generators and insulating gases

Geneva (June 26, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 087.25, summarizing recent legislative changes in Rhode Island that broaden the state’s restrictions on per- and polyfluoroalkyl substances (PFAS).


On June 10, 2025, the governor of Rhode Island signed Senate Bill 241 (companion bill H5019) into law. The amendment updates the state’s Consumer PFAS Ban Act of 2024 by prohibiting the intentional addition of PFAS in firefighting personal protective equipment (FPPE), effective January 1, 2027.

 

Previously, manufacturers and importers of FPPE were only required to disclose the presence of PFAS, with that requirement taking effect in January 2025. The new legislation transitions this disclosure rule into a full ban on PFAS in FPPE, defined to include gloves, helmets, jackets, pants, footwear and respiratory gear designed for firefighting and rescue operations.

 

This amendment complements Rhode Island’s broader PFAS restrictions on products such as carpets, cookware, cosmetics, outdoor apparel and ski waxes, introduced under the 2024 Act.

Geneva (June 24, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 080.25, highlighting a significant regulatory update under the EU’s REACH legislation. The adoption of Commission Regulation (EU) 2025/1090 introduces important changes.

 

Effective June 23, 2025, this new regulation adds two hazardous substances, N,N-dimethylacetamide (DMAC) and 1-ethylpyrrolidone-2-one (NEP), to Annex XVII of Regulation (EC) No. 1907/2006 (REACH), placing new limits on their use across multiple industries.

 

These substances are commonly used as solvents in paints, coatings, adhesives, sealants, plastics and man-made fibers. Both have been recognized for their potential risks to human health, with DMAC already listed as a substance of very high concern (SVHC) since 2011.

 

Key restrictions are as follows:
- DMAC and NEP will be prohibited as standalone substances and as constituents of other substances from December 23, 2026
- In mixtures, their concentration must not exceed 0.3%, unless exposure controls meet stringent safety thresholds
- Additional restrictions for DMAC’s use in manufacturing man-made fibers will apply from December 23, 2029

 

These measures require manufacturers, importers and downstream users to incorporate derived no-effect levels (DNELs) into their safety documentation and demonstrate that worker exposure remains below the specified limits.

Geneva (June 24, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 081.25, highlighting Denmark’s proposed update to its national legislation on food contact materials (FCMs), which is expected to come into effect on January 1, 2026.

The Danish Veterinary and Food Administration (DVFA) recently completed public consultation on a Draft Executive Order on Food Contact Materials and Penal Provisions, aimed at aligning national requirements with EU regulations while also introducing stricter domestic controls for certain materials, including ceramics, enameled articles, glassware, paper and cardboard.

 

Key provisions include:
- New declaration of conformity (DoC) requirements for products placed on the market before retail
- Revised migration limits for lead and cadmium in ceramics and related articles
- Updated substance lists for regenerated cellulose films
- A ban on PFAS in paper and cardboard food contact articles, unless an effective barrier is in place
- Clear penalties for non-compliance, including fines and, in serious cases, imprisonment of up to two years

 

The draft regulation would replace Executive Order No. 681 (May 25, 2020) and includes transitional provisions allowing non-compliant products placed on the market before January 1, 2026, to remain available until stocks are exhausted.

In April 2025, Mercosur announced the approval of GMC Resolution No. 02/25, amending GMC Resolution No. 40/15, which sets out the technical regulation for food contact cellulosic materials. The update introduces updated language regarding the presence of diisopropylnaphthalene (DIPN) in recycled fiber products.

 

The amendment revises the language regarding the requirement for diisopropylnaphthalene (DIPN) to: ‘The content of DIPN in the finished product produced from recycled fibers should be as low as technically feasible’ (Annex, Part II, Point 1.2(f)).

 

This modification reinforces the principle of minimization, reflecting a growing regional emphasis on safety and precaution in recycled food contact materials.

 

The updated resolution must now be transposed into national legislation by Mercosur member states (Argentina, Brazil, Paraguay and Uruguay). Bolivia, which became a full member of Mercosur in July 2024, has been granted a four-year transition period to align its national laws with the bloc’s regulations.
