Baar (December 17, 2025) – SGS, the world’s leading testing, inspection and certification company, has released an article highlighting critical regulatory updates for importers and exporters trading with Uganda. The updates cover the Uganda National Bureau of Standards (UNBS) directive on stricter controls for certificates of conformity (CoCs), as well as a revised list of compulsory standards, introducing 57 changes to strengthen product integrity, safety and compliance.

 

The UNBS directive reinforces that certain elements of a CoC – including certificate number, product name, model or batches, description, applicable standards, and declared quantities – cannot be amended under any circumstances. All proposed changes must be formally communicated to and approved by UNBS before implementation. Unauthorized amendments will be treated as non‑compliance and may result in regulatory or contractual penalties.

 

In parallel, Uganda has updated its compulsory standards list through Legal Notice No.14 of 2025, issued on June 30, 2025, and effective January 1, 2026. The revised schedule introduces 30 new standards and 27 amendments to existing ones. All newly regulated products have been added to the existing list requiring mandatory pre-export verification of conformity (PVoC) inspection. Importers and exporters are strongly encouraged to review the detailed list of affected standards and products to ensure compliance and avoid delays or penalties.

EN 71-7:2025, ‘Finger Paints – Requirements and Test Methods’ was issued in October 2025. This version includes specifications for substances and materials, marking, labeling and containers used exclusively for finger paints. Manufacturers, brands and suppliers must meet EU safety requirements to ensure regulatory compliance and avoid fines or market entry delays.

 

The update forms part of the EN 71 toy safety standard series and is expected to be harmonized under the EU’s toy safety Directive upon official acceptance by the European Commission and publication in the Official Journal of the EU.
