ASTM International has released ASTM F2601-25, a revised version of its standard specification for fire safety of candle accessories. Approved on May 1, 2025, the standard establishes minimum safety requirements for objects designed, intended or marketed for use with candles (including holders, burners and rings) under normal conditions of use.

 

The revision aims to reduce risks of fire, personal injury and fatalities from candle use by enhancing safety requirements and clarifying test procedures.

 

Key changes include:
- Clarifying that accessories using adhesives, glue or solder are not exempt from flammability testing, even if other parts are non-combustible
- Updating the performance requirement from ‘shall not break or crack’ to ‘shall not deform’
- Defining ‘deform’ as any change in shape or integrity, including melting, cracking or distortion
- Specifying sample sizes and number of tests for tealight and taper candle holders
- Requiring candles to burn to completion during testing

Geneva (June 26, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 084.25, covering the release of EN 12586:2025 by the European Committee for Standardization (CEN). This revised standard updates safety requirements for soother holders used by children from birth to 36 months.


Replacing EN 12586:2007+A1:2011, the new version introduces a restructured format, expanded scope, clearer test methods and enhanced chemical and mechanical safety provisions. It also aligns with evolving EU chemical regulations and product safety expectations.

 

Key updates include:
- Expanded chemical testing, including new limits for N-nitrosamines, formaldehyde, solvents and 19 migratory elements
- Clearer definitions and illustrations for different soother holder types
- Stronger hygiene and mechanical safety requirements, including a ban on button and coin batteries
- Revised packaging and labeling instructions to improve consumer guidance

 

Notably, the standard now prohibits accessories made with adhesives or materials that may melt or burn from exemption under flammability testing, ensuring all designs are thoroughly assessed.

 

Conflicting national standards must be withdrawn by April 2026.

Geneva (June 26, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 086.25, outlining Switzerland’s draft proposal to revise its Chemical Risk Reduction Ordinance (ORRChem, SR 814.81).


Notified to the World Trade Organization (WTO) in May 2025, the draft ordinance from the Federal Office for the Environment (FOEN) aims to align Swiss chemical regulations with the latest Annex XVII updates of EU REACH (Regulation (EC) No. 1907/2006) and the POP Recast Regulation (Regulation (EU) 2019/1021).

If adopted, the revisions would introduce new restrictions, revised definitions and targeted exemptions for substances of concern, including lead in PVC, PFHxA, formaldehyde, Dechlorane Plus (DP) and microplastics. The new measures would be phased in from December 1, 2025.

Key proposed changes include:
- Adding several new persistent organic pollutants to the prohibited list, including PFHxS, DP, methoxychlor and UV-328, along with temporary exemptions for DP and UV-328
- Introducing limits and definitions for PFHxA and PFHxA-related compounds, with concentration thresholds for cosmetics, food contact materials, textiles and general-use mixtures
- Aligning with EU requirements on synthetic polymer microparticles (microplastics) and restricting lead content in PVC-containing mixtures and article
- Setting formaldehyde emission limits for furniture, wood-based products and vehicle interiors, with some exceptions
- Removing outdated substances such as methoxychlor from other lists and updating references to new EU regulations
- Updating additional sections covering ozone-depleting substances, solvents, detergents, refrigerants, extinguishing agents, aerosol generators and insulating gases
